THE BASEL CONVENTION ON THE CONTROL OF TRANSBOUNDARY MOVEMENTS OF HAZARDOUS WASTES AND THEIR DISPOSAL 

The Government of the Republic of Tajikistan has acceded to the Basel Convention (on the control of transboundary movement of hazardous wastes and their disposal) by the Resolution of the Government of the Republic of Tajikistan dated June 2, 2017, No. 279 and entry to the Basel Convention was approved by the Resolution of the Majlisi Namoyandagon dated May 13, 2016, No. 437 "On the entry of the Republic of Tajikistan to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal".

The Committee for Environmental Protection under the Government of the Republic of Tajikistan is determined as the authorized body in the field of implementation of the Basel Convention by the Resolution of the Government of the Republic of Tajikistan.

The Committee, together with the relevant bodies to achieve the goals of the Basel Convention, have accomplished certain works at the national, regional and global levels in 2020 to fulfill the obligations of the Republic of Tajikistan under the Convention.

The cooperation was established with the Secretariat of the Basel Convention in the field of considering issues related to the implementation of the Convention, establishing scientific and technical cooperation, coordinating national legislation, ensuring compliance with the requirements of the Convention, strengthening cooperation and coordinating activities between the Basel, Rotterdam and Stockholm conventions, reviewing the draft Memorandum of Understanding of the Organization's United Nations Environment Program (UNEP) and the Conference of the Parties to the Basel and Stockholm Conventions, persistent organic pollutant management, plastic and e-waste management.

The proposal was made to provide the financial support to the Republic of Tajikistan in the implementation of promotional and educational projects, to provide the financial assistance for the development of an Action Plan for persistent organic pollutants.

The Program on the Management of Leverage assistance of the Committee was adopted by the decision BC-14/15 14 of the Basel Convention conference for 2020-2021 for Implementation and Compliance with the Basel Convention and is being implemented in order to implement and execute the item 9 of the Basel Convention.

According to the decision, the countries of the Convention were invited to develop a number of measures aimed at improving the implementation of the Convention and compliance with the obligations of the parties, in particular the prevention of illegal traffic in hazardous and other wastes, and to implement them in cooperation with international organizations authorized to prevent and combat illegal traffic ( Environmental Compliance Network for Illegal Traffic of Hazardous Wastes) (ENFORCE).

The Project “Strengthening the capacity for the implementation and approval of Conventions on the Chemicals Management in Tajikistan” was proposed in cooperation with the Secretariat of the Basel, Stockholm, Rotterdam conventions to assist the Republic of Tajikistan, and its financing in the amount of USD 172 thousand was approved by UNEP. Given the outbreak of the pandemic (COVID-19), the Project implementation was postponed to 2021 and will be launched in early 2021.

At the request of the secretariat of the Convention, the Project was developed to manage the plastic and electronic waste and submitted for financing.

The issue of information exchange on hazardous waste management and their transportation was agreed with the experts and specialists of the Russian Federation under the implementation of the Convention.

The issue of sharing the experience on hazardous waste management was included in terms of cooperation in the field of the environment in the process of developing the Concept of the Shanghai Cooperation Organization (SCO) for the period up to 2025.

The Convention Coordinator has participated in the 12th meeting of the open Basel Convention Working Group (OEWG-12) to monitor online the transboundary movement of hazardous wastes on an exceptional basis, given the ongoing pandemic (COVID-19).

Regarding the promotion of monitoring of the consequences of the use of hazardous waste, the Ministry of Economic Development and Trade of the Republic of Tajikistan and the Pedagogical University held two training seminars and established cooperation with non-governmental organizations.

The materials were collected for the Convention secretariat to prepare the electronic report on the implementation of the Basel Convention in the Republic of Tajikistan and will be submitted to the Convention Secretariat by the end of December.
