In 1988, the Decree of the Council of Ministers of the Tajik SSR was signed on the establishment of the State Committee of the Tajik SSR for nature protection. Until the early nineties, there was a period of formation of the Committee.

In the early nineties of the twentieth century, the Scientific and Technical Council was created under the Committee, which included the presidium and its members. In connection with the requirements of the period and the radical changes that took place, the Committee was renamed several times, at the same time there were changes in its composition. In 1992, the State Committee of the Tajik SSR was renamed into the Ministry of Nature Protection of the Republic of Tajikistan.

In 2004, as a result of the merger of two state structures, the structure was renamed the State Committee for Environmental Protection and Forestry. In 2006, the State Committee for Environmental Protection and Forestry was merged with the Ministry of Agriculture. During this period, active efforts were made to bring agricultural standards in line with the requirements of nature protection, and in the structure of the Ministry of Agriculture, a decree was adopted by the State Service for Control over Nature Use and Nature Protection.

Munavvarsho Nazriev

First Head of Environmental Protection Authority

In August 1989, the State Committee for Nature Protection of the Tajik SSR was established, and Munavvarsho Nazriev, the former chairman of the Khatlon regional executive committee, was appointed its chairman.ршо Назриев Раиси ин мақомот таъйин шуд.

Under the leadership of M. Nazriev, the entire structure of the Committee was fully restored and the construction of the administrative building of the Committee began. During this period, the Law of the Republic of Tajikistan "On Nature Protection" was developed and adopted.

The regulations on the Committee were also developed and approved by the Decree of the Council of Ministers of the Tajik SSR.

In 1990, together with the General Prosecutor's Office of the Republic of Tajikistan, the first scientific and practical conference on nature protection was held.

In 1991, the Committee's publication - the newspaper "Navruz Vatan" was published.

In 1992, the National Park and the Historical and Natural Park of Shirkent were established. In the same year, Tajikistan submitted a proposal for the development and submission of the Aral Sea Conservation Concept to the Soviet Government. Nazriev was accepted as a corresponding member of the International Academy.

Saidullo Khairulloev

Head of Nature Protection

In 1992, the leadership of nature protection agencies fell to Saidullo Khairulloyev. Despite the unstable situation in the country, significant work has been done for the development of the sector.

One of the most memorable works of S.Khayrulloev's presidency was seeking to prevent spontaneous environmental outbreaks through talks with the Uzbek NGO "Birlik", which set up a branch in the village of Chorbog in the Panjakent district and aimed to shut down the Tajik gold processing plant.

In 1994, Doctor of Economics, Professor Ismoil Davlatov was appointed Minister of Nature Protection of the Republic of Tajikistan, where he worked until July 1997. The personnel potential of the ministry has slightly increased over this period.

Minister of Environmental Protection

By the Decree of the President of the Republic of Tajikistan No. 1075 dated September 15, 1998, Usmonkul Shokirov was appointed Minister of Environmental Protection and held this position until 2004. Foreign grants were attracted to develop the area of environmental protection.

The creation of the State Institution "Protected Areas", the Zorkul Nature Reserve, the National Center for Biodiversity and Biosafety, the development of strategies and action plans for the conservation of biodiversity, the Climate Change Program, the adoption of the Law of the Republic of Tajikistan on Biosafety, the Cartagena Protocol dates back to this period.

In accordance with the Decree of the President of the Republic of Tajikistan dated January 19, 2004 No. 1249 "On some measures to improve the public administration system", the Ministry of Nature Protection was transformed into the State Committee for Environmental Protection and Forestry of the Republic of Tajikistan. Abdulvohid Karimov was appointed Chairman of the State Committee for Nature Protection and Forestry of the Republic of Tajikistan by Decree of the President of the Republic of Tajikistan dated January 19, 2004, No.1257 and held this position until 2006.

Minister of Agriculture and Environmental Protection of the Republic of Tajikistan

By the Decree of the President of the Republic of Tajikistan dated November 30, 2006, №9 "On improving the structure of the central executive body of the Republic of Tajikistan", the State Committee for Environment Protection and Forestry was merged with the Ministry of Agriculture.

From 2006 to 2008, Abdurahmon Kodiri served as Minister of Agriculture and Nature Protection of the Republic of Tajikistan. During this period, active efforts were made to bring agricultural standards in line with the requirements of environmental protection. The specialists of the ministry, together with UNEP (United Nations Environment Program), have developed the Concept of Transition of the Republic of Tajikistan to Sustainable Development until 2030. The foundation has been laid for the creation of the Red Book.

By the Decree of the Government of the Republic of Tajikistan dated December 6, 2013 No. 586, Ibodzoda Khairullo was appointed Chairman of the Committee on Environmental Protection under the Government of the Republic of Tajikistan. During this period, a number of information and propaganda, scientific, methodological, organizational and structural works of the authorities were carried out, which directly contributed to the strengthening of the committee and raising the level and quality of nature protection.

The Committee made every effort to fulfill the instructions of the Head of State in the field of improvement, strengthening state control over the use and protection of the country's nature and achieved a number of successes in this area.

Amendments were made to the Decree of the Government of the Republic of Tajikistan dated April 24, 2008 No. 189 by the Decree of the Government of the Republic of Tajikistan dated March 3, 2014 No. 162, on the approval of the "Comprehensive State Program for the Development of Environmental Education and Upbringing of the Population of the Republic of Tajikistan for the Period until 2020"; a number of normative legal acts, procedures and instructions on state control over the use and protection of the environment, the construction of administrative buildings of departments, departments and divisions of environmental protection in certain cities and regions, dumps of toxic waste in Vakhsh and Kanibadam, ensuring active participation in this work of international organizations operating in Tajikistan, training centers, laboratories, carrying out actions "Cleanliness of the coast", "Cleanliness of the area", "Cleanliness of the road", development and publication of the Second part of the Red Book of the Republic of Tajikistan, translation and publication of this book is published in Tajik, Russian and English languages, strengthening fruitful cooperation with the CIS countries, international organizations, implementing investment projects in the field of environmental protection, ecological safety, health of the village. By the decision of the Government of the Republic of Tajikistan dated January 14, 2019 No. 3 Gulmahmadzoda Davlatshoh Kurbonali was appointed Chairman of the Committee on Environmental Protection under the Government of the Republic of Tajikistan.

Gulmakhmadzoda Davlatshoh Kurbonali was the chairman of the Committee on Environmental Protection under the Government of the Republic of Tajikistan from January 2019 to February 2020.

Previously, he served as Chairman of the Khatlon Committee for Environmental Protection, Deputy Minister of Nature Protection, Chairman of the State Land Committee, Deputy Chairman of the Sughd Region, Chairman of Tursunzade City, Chairman of Khatlon Region, Deputy of the Majlisi Milli, Chairman of the Committee of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan on agrarian issues , employment and ecology has made an invaluable contribution to the strengthening of legislation in the field of environmental protection and ecology, including the Water Code and the Environmental Code.

In less than a year of his activity as chairman of the Committee on Environmental Protection under the Government of the Republic of Tajikistan, he was able to solve the issues of strengthening state control over the environment, promoting landscaping, environmental cooperation, strengthening cooperation with international organizations, investment projects in the industry, sustainability of industrial and executive discipline of sectoral bodies, widespread use of employees' legal powers in the field of environmental protection, creation of good working conditions for employees.
