The Monitoring and Environmental Policy Department

Based on the structure of the Central Office of the Committee, approved by the Resolution of the Government of the Republic of Tajikistan dated April 24, 2008, No. 189, the Department was renamed into the "Monitoring and Environmental Policy Department" of the Committee, includes the relevant items on information and analytical, organizational and legal support and management activity of state body, control over the implementation of regulatory legal acts, control over the implementation of the Strategy and state programs, development and agreement of relevant draft regulatory legal acts, consideration of letters and applications of legal entities, written and oral applications of citizens and office work, and consists of the following tasks;

- Promotion of a unified state policy in the field of environmental protection;

- Promotion of state policy in the field of organizing and conducting environmental monitoring;

- Monitoring and analysis of the activities of the structures of the Committee to ensure the implementation of the unified state environmental policy, state supervision, compliance with the requirements of national legislation and regulations in the field of environmental protection;

- Contribution and control over the creation of a unified system of state environmental monitoring;

- Control over the implementation of a unified state policy in the field of promoting environmental monitoring;

- Participation and contribution to the organization of environmental statistics;

- Promotion of policy and proper control over the compilation of the State Register of Environmental Monitoring Objects;

- Checks the use and protection of the environment at enterprises, organizations, institutions and economies, regardless of the form of incorporation, subordination and citizenship, checks the correctness of the calculation and payment of mandatory environmental payments in economic entities;

- Participates, within the limits of its competence, in monitoring the implementation of measures for the protection, restoration and improvement of the quality of the natural environment; implements a policy of environmental monitoring in the field of environmental protection, effective use and protection of land, mineral wealth, water resources, atmospheric air, fauna and flora  and fish stocks, handling industrial and consumer waste and waste subject to recycling; within its competence, participates in the fulfillment of the obligations of the Republic of Tajikistan in accordance with the adopted international conventions, treaties and agreements;

- Participation in the development of draft Strategy, Program and National Plan for the rational use and protection of the environment;

- Monitors compliance with norms, standards and regulatory documents, in case of violation of regulatory requirements by users of natural resources, permitting authorities and licensors, will decide before the Committee on the termination of this activity;

- Organization and promotion of monitoring of ensuring the implementation of the strategy, state and sectoral programs for environmental protection of the Republic of Tajikistan and monitoring of state supervision.

- Request information, analysis and monitoring and preparation of the necessary reports from ministries and departments, local executive bodies, institutions and subdivisions of the Committee to ensure the implementation of programs in accordance with the legislation and resolutions of the Government of the Republic of Tajikistan;
