Tajikistan Resilient Landscape Restoration Project
Assignment Title: Facilitating organization to support Pasture Users Unions

Committee of Environmental Protection under the Government of the Republic of Tajikistan has received financing for the Tajikistan resilient landscape restoration project and intends to use part of these funds for the consulting services to support the CIIP CEP for the implementation of community driven sustainable pasture restoration and management.
The main objective of providing consulting services under this Terms of Reference is to support the CIIP CEP for the implementation of community driven sustainable pasture restoration and management. The FO will support existing PUUs in the project districts, and the development and operation of new PUUs in the same locations to implement sustainable pasture management as part of overall landscape restoration.
The FO will contribute to informing local authorities, especially PRT offices and representatives, at the level of districts and jamoats about the project, evaluating the suitability of existing PUU/PUGs for inclusion in the project and holding meetings with PUU and their members to inform them about the conditions of participation and to obtain a clear indication of their interest and willingness to participate etc., as defined in the Terms of reference.
The maximum duration of the assignment will be 1.5 years.
Center for implementation of investment project of Committee of Environmental Protection under the Government of the Republic of Tajikistan, now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services.
The shortlisting criteria are:
Minimum of 5 years of experience in community development with a focus on the agricultural sector in Tajikistan. Experience in the pasture and livestock sub-sector, agribusiness development, and agricultural development programs will also be required;
Experience within IFI funded projects, particularly in the Central Asian region or Tajikistan
Demonstrated knowledge of the latest advances in promoting effective/best practices in agricultural development, ability to mobilize the community with women and youth;
Creativity, openness to innovation, systems thinking, and the ability to develop stimulating approaches followed by implementation;
Ability to mobilize qualified staff quickly for field work and have the equipment, materials and tools needed to carry out the work etc.;
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, November 2020,” setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the CQS (Consultant Qualification Selection) method set out in the Procurement Regulation.
