Tajikistan Resilient Landscape Restoration Project
Assignment Title: conduction of baseline survey

Committee of Environmental Protection under the Government of the Republic of Tajikistan has received financing for the Tajikistan resilient landscape restoration project and intends to use part of these funds for the consulting services for conducting a baseline survey in 10 districts of the GBAO, Khatlon and Sughd regions of the Republic of Tajikistan through the Center for implementation of investment projects of the Committee.
The main objective of the assignment under the Terms of Reference is to support conducting of the baseline survey is to design and conduct the baseline survey needed for documenting baseline values (quantitative and qualitative) on the key indicators of the Project, improvement of which will be assessed throughout the project, and also will serve for its performance evaluation in the future. The Consultant will be also tasked to prepare a report summarizing baseline information on the key project indicators (not limited to those included in the Results Framework) and suggesting a methodology for monitoring of the indicators. This baseline survey will provide a basis for comparison of project impact assessments in the future. Comprehensive baseline survey is aimed at providing a comparative base for the review of the baseline project indicators. The survey will cover 10 project districts. Baseline survey will allow to analyze the initial and secondary data at jamoats level, indicators of land use which will be collected and compiled in addition to the households and farms.
The maximum duration of the assignment will be 60 working days.
Committee of Environmental Protection under the Government of the Republic of Tajikistan, now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services.
The shortlisting criteria are:
At least 5 years of continuous experience in the area of monitoring and evaluation of project / program, funded by donors, preferably in the sector of natural resources management, social development, agriculture, or other relevant areas.
Proven track record of sampling, methodology of survey and carrying out of survey, the focus group organization, etc.
Experience in assessing the efficiency of mechanisms of survey and methodology and check for achievement of the best results.
The proved ability to plan, operate and carry out difficult assessments and adapt to changing circumstances and to provide high quality of submission of results.
Good reputation of firm and appropriate annual generation of funds.
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, November 2020,” setting forth the World Bank's policy on conflict of interest.
A Consultant will be selected in accordance with the CQS (Consultant Qualification Selection) method set out in the Procurement Regulation.
